68 members of Idaho’s constitutional convention began their 28-day debate to create and adopt the state’s constitution. Then, on November 5, 1889, the citizens of Idaho Territory ratified the constitution by a vote of 12,398 to 1,773. More than once during the seventeen years since Abraham Lincoln had signed the act organizing Idaho as a territory in 1863, the territory had come perilously close to being divided up and split among its neighbors. A bill cleared Congress in March 1887 that would join Idaho to Nevada but was never signed into law by president Grover Clevelend.

The Idaho state flag was adopted in 1907. It is a silk flag with a solid blue field and golden yellow band bordering its edges. In the center of the blue field is the state seal which consists of a woman representing liberty, justice and equality. Opposite the woman is a man who is a miner. The center of the seal is a shield with images representing the primary industries of Idaho at the time, which were forestry, farming and mining. Beneath the shield are cornucopias (horn of plenty) symbolizing abundance.

Above the shield is an elks head representing the states wildlife. Esto perpetua (Let it be perpetual) is written in a ribbon above the elks head.

"State of Idaho" are embroidered in block letters, on a red band bordered in gold.
